La Comisión Europea concede una prórroga para corregir los registros EORI con códigos postales erróneos hasta el 15 de septiembre de 2024

NOTE FOR THE ATTENTION OF THE DELEGATES OF THECUSTOMS EXPERT GROUP DATA INTEGRATION AND HARMONIZATION (CEG-DIH) ELECTRONIC CUSTOMS COORDINATION GROUP (ECCG)TRADE CONTACT GROUP (TCG)

Subject: New extension of the deadline for invalidation of the Member State country codes, from the entity CL505, in CS/RD2


In CS/RD2, the entity CL505 (CountryWithoutZip) contains the list of countries, which do not use postcode as part of the address. Because all the Member States are using the postcode as part of the address, the county codes of the Member States should be removed from this entity.


I. History of the file:


NCTS and AES expects postcode information (either from the declarant or from the EORI system, where only the EORI number is provided), as part of the address data, to validate the completeness of the message. In case postcode information is missing the validation is not performed, the procedure is aborted with a non-validated result, themovement becomes “blocked”.

NCTS and AES national contact points were notified via email by DG TAXUD on 29/05/2023.


On the point IV “Actions planned for DG TAXUD” of the Working Document “Incorrect Registrations of Economic Operators in the EORI system” (Taxud.b.1 AO/KK/bm (2023)7459480) it was established that “after 31/10/2023 EU Member State country codes will be invalidated in CL505”.


The issue was discussed with the Member States representatives during the 39th CEG- DIH (held 03 July 2023), 40th CEG-DIH (held on 28 September 2023) and 93rd ECCG (held on 05 October 2023).


Following the request of the Member States delegates the deadline for invalidation of the Member State country codes in CL505 was extended to 1st February 2024.


Based on the contributions received from the Member States, TAXUD has prepared the v.2.00 of the working document “Incorrect registrations of economic operators in the EORI system” [Ares (20230 8069420 – 27/11/2023] and it was further discussed with the delegates to the 41st CEG-DIH and 94th ECCG meetings.

II. Way forward:

Following the request of the Member States delegates expressed during the 41st CEG- DIH and 94th ECCG meetings, the new deadline for invalidation of the Member State country codes in CL505 is 15th September 2024. After this date, validation will not be possible for EU established economic operators without postcode information.
